Caleb Tullius
Executive Director
Caleb Tullius is a proud El Paso native and a dedicated advocate for music education and the performing arts across the Southwest. He holds a Bachelor’s Degree in Music Education and a Master’s in Music Performance (Conducting) from the University of Texas at El Paso, where he is currently pursuing a Doctorate in Education. As a performer, Caleb has played with numerous ensembles spanning a wide range of genres and studied brass pedagogy internationally at the Domaine Forget Academy in Québec, Canada. He also performed with the Blue Knights Drum and Bugle Corps from 2014 to 2016.
A former public school band director, Caleb led multiple ensembles to the UIL State Marching Band Contest and guided chamber groups to perform at esteemed venues such as the International Trumpet Guild Conference, the International Tuba Euphonium Association Conference, and the Fischoff National Chamber Music Competition.
Now in his third year as a brass technician with the Colts Drum and Bugle Corps, Caleb continues to bring high-level instruction to the national marching arts stage. He also serves on several design teams for high school marching bands and ensembles under the Sun City Musical Arts (SCMA) umbrella—a nonprofit organization he founded to expand access to high-quality music education in the El Paso region.
As CEO of SCMA, Caleb has launched and directed several nationally recognized ensembles, including Sun City Independent, Ethereal Winds Independent, Allure Independent, and Arsenal Drum and Bugle Corps. Under his leadership, Ethereal Winds has earned its third medal at the WGI World Championships, most recently becoming back-to-back Independent A Class World Champions—a historic first for El Paso. Sun City Independent has advanced to the WGI Open Class Semifinals and continues to lead the marching percussion scene in the region, while Allure Independent has also achieved the distinction of becoming a WGI Semifinalist in the competitive world of winter guard.
Caleb’s passion for youth development and musical excellence is matched by his love for his family. In his personal time, he enjoys fishing with his fiancée and spending time with their two dogs and cats.
Above all, Caleb remains steadfast in his commitment to nurturing the next generation of performers and enriching the cultural fabric of El Paso and the greater Southwest.
Celeste Collette
Administrative Director
Celeste performed in numerous university ensembles, such as the wind symphony, symphony orchestra, horn choir, ceremonial brass ensemble, early music ensemble, symphony band, and marching band. Outside of UTEP, Celeste played in a local community orchestra called The Gilbert and Sullivan Company Orchestra. While at UTEP, Celeste was an honor recipient of UTEP, Presidential Excellence Scholar, TMEA Student Teacher Scholar, and a Hornswoggle Scholar.
Celeste’s marching arts experience includes performing on mellophone with The Academy Drum and Bugle Corps in 2017 and 2018. She is also an alumnus of Sun City Independent and Ethereal Winds Independent.
Celeste works as an assistant band director and piano teacher at Eastlake High School. During her free time, she enjoys spending time with her two dogs and two cats, traveling the Southwest, visiting national and state parks, and attending music concerts with her fiancé, Caleb.
Joel Estrada
Assistant Corps Director
After graduating, Joel began working as a color guard technician in the El Paso area, sharing his passion and expertise with local programs. He went on to attend the University of Texas at El Paso, where he studied Communication Arts and Dance Studies.
Joel has had the opportunity to perform with various SCMA programs, including the artillery section for Arsenal Drum and Bugle Corps and the mellophone section for Ethereal Winds Independent, contributing to their second WGI championship win.
He has also facilitated clinics for the regional color guard community and continues to support the development of young performers.
Joel has choreographed for various programs including his Alma Mater the University of Texas at El Paso for 2 years where he was able to see the program grow and develop.
This summer, Joel will serve as an administrative staff member for the Colts Drum and Bugle Corps. He currently holds multiple leadership roles in the marching arts: Assistant Corps Director for Arsenal Drum and Bugle Corps, Director of Allure Independent, and is one of the Directors of the color guard program at Coronado High School.
